Carmel Brigade

Intelligence that moves from sensor to decision in minutes.

Carmel Brigade builds airborne ISR payloads, UAV-borne signals and imagery analytics, and the fusion software that turns them into targetable intelligence. Founded in Tel Aviv in 2011. Operating in Ukraine, Germany and Canada.

Three product lines, one data model.

Every Carmel product writes to the same intelligence schema, so a payload fielded in one theatre feeds analytics deployed in another without re-integration.

Airborne ISR payloads

Gimballed EO/IR and SIGINT modules for Group 2–4 UAVs, designed for swap-in on existing airframes.

  • Multi-spectral EO/IR with onboard target tracking
  • Passive RF direction-finding, 30 MHz–6 GHz
  • GNSS-denied navigation module
  • Under 4 kg integrated mass on the standard variant

UAV intelligence analytics

Edge and cloud software that fuses imagery, RF and open sources into a single, time-stamped picture.

  • Automated detection and change analysis
  • Emitter geolocation and pattern-of-life
  • Counter-UAS classification library
  • Exports to NATO STANAG and common C2 formats

Mission engineering

Former mission officers plan the collection, train operators and run the first deployments alongside the customer.

  • Collection management and tasking doctrine
  • Operator and analyst courses, 2–6 weeks
  • Integration into existing ISR cells
  • Post-deployment data review

Our IP is built to be licensed.

Most of Carmel's revenue comes from licensing: sensor designs, algorithms and training data that partners build into their own products. We license by field of use and territory, with engineering support included for the first year.

Typical partners are airframe manufacturers, defence primes, national research institutes and allied government agencies.

Built by people who ran the missions.

Founders on a field review, before the company was formed.

The founding team spent two decades in Israeli technological intelligence and air force ISR units before building the company. That is where the product roadmap still comes from.

Carmel was founded in 2011 by a group of former mission officers and intelligence engineers who had spent their careers planning collection, tasking airborne sensors and analysing what came back. They started the company to fix one problem they kept seeing: hardware and software that were designed separately and only met in the field.

Since 2022, engineers embedded with Ukrainian units have fed combat data directly into product development. Every payload revision and every detection model now ships with lessons from live operations, and our Kyiv team is the fastest-growing part of the company.

The leadership team today combines Israeli intelligence veterans, German and Canadian aerospace engineers, and licensing specialists who have closed agreements with primes and governments on three continents.

Four hubs, each with a distinct job.

Tel Aviv

Headquarters, Israel

Research, payload production and the IP portfolio. Home of the fusion platform team.

Kyiv

Ukraine

Field integration and combat data collection with operating units. Rapid hardware iteration.

Munich

Germany

EU and NATO programmes, certification, and the European export desk.

Ottawa

Canada

Analytics engineering for Five Eyes-aligned customers and the North American export desk.

Controlled technology, handled correctly.

All Carmel products and licences are subject to Israeli defence export control and the export regimes of the hub that delivers them.

  • Licensed by the Israeli Ministry of Defense export control authority (DECA)
  • Compliant with EU dual-use regulation and German AWG/KWKG rules for Munich-delivered programmes
  • Canadian Controlled Goods Program registration for Ottawa operations
  • ISO 27001-certified information security; customer data segregated by jurisdiction
  • Every licence agreement includes end-use and end-user undertakings

Talk to the team.

Capability briefings are given to government, defence and qualified industry customers. Tell us your organisation and the problem you are trying to solve and the relevant hub will respond within two working days.
